Kay Constructors was started for a simple reason: too many projects run on constant change orders, and owners are the ones who pay for it. We built this firm around a different standard, identify the problem before it becomes the owner's problem, and show up with a solution, not just a flag.
That standard comes from experience. Our key team members bring more than 30 years each in water and wastewater construction, with projects delivered across Arizona and nationwide. Projects in the Field
Booster Pump Station Rehab
Phase 1 included temporary power for continuity of operations, vertical turbine pumps, 16” suction and discharge lines, duct banks, structural concrete, a suction header, transformer, service entrance section, VFDs, control panels, SCADA programming, and a two-day shutdown for tie-in and startup. Phase 2 included demolition of existing electrical gear and a water storage tank, deep excavation, installation of underground fill and discharge piping, and construction of a new 500,000-gallon pre-stressed concrete water storage tank.

Water Treatment Plant/Filter Piping
During a filter rehabilitation project, Kay identified significant corrosion in the filters’ 24” and 30” steel effluent piping. Ultrasonic pulse-echo testing measured pipe thickness in affected areas, leading the City to replace the piping. Kay performed site investigations and worked with a local fabricator to prepare design drawings, including four new isolation valves allowing operators to isolate filter sections without taking the plant offline for future maintenance.

Steel Water Storage Tank Repair
Scope included removal and replacement of the existing steel roof and rafters, repair of the steel tank floor, installation of cathodic protection, interior coating, exterior painting, replacement of overflow and drain piping, demolition and replacement of the cast-in-place concrete drain box, and installation of a radio dialer for tank low-level alarm integration with the City’s EMS system. This tank serves as the City’s primary potable water source, supplying all fire hydrants throughout the municipality.

Headworks Building Rehab
This project included bypass pumping to keep the plant online during construction, deep excavations for a concrete basement and channels, tie-ins to the existing 42-inch line to reroute influent wastewater to the new headworks facility, new yard piping, underground electrical for power and controls, and construction of a new headworks building. Scope also included installation of mechanical screens, conveyors, wash presses, odor control and treatment systems, HVAC systems, conduit and wiring, SCADA programming, startup, testing, and commissioning.

Wet Well Rehabilitation
This project included lift station wet well improvements using custom-fitted, chemically inert panels anchored and sealed with epoxy resin to restore structural integrity and protect against future corrosion. This installation was the first of its kind in the United States. Additional scope included installation of a 16-inch force main pinch valve, replacement of submersible pumps, guide rails and discharge piping, startup and testing, plus a high-line bypass to replace underground and discharge header valves and defective piping.
